At 1080 an RTX3070 with maybe volumetrics and shadow distance turned down should be a near locked 60. With every set to high with RT a 3070 should be in the 40 - 50s. So with a few settings dialed back 60 should be easy work. You dont want 60 FPS on a 144 hz display anyway.
